"A common thread linking all the themes discussed in earlier sessions- gender and macro-economic policy, social policy and political representation- is the implicit assumption that some form of viable governance apparatus exists which may further or hinder gender equity and women’s rights. In post-conflict situations, it is from this central assumption that we must depart and thus enter into radically different territory.
In the short time available to me, I would like to discuss some of the gendered implications of post-conflict situations by means of illustrations from Afghanistan. My central contention is that the marginalization of women’s concerns and masculine ‘capture’ of institutional power may take extreme forms under conditions of state collapse. I shall elaborate on this contention by concentrating on three key features of societies emerging from protracted conflict or from situations of chronic conflict and insecurity."
