Social policies and private sector participation in water supply – the case of Colombia (Draft)



This paper investigates the impact of private sector participation (PSP) on the poor in terms of access, affordability and quality of water and sewerage connection. The results of econometric estimations are mixed. Access, quality and connection to sewerage all seem to have improved with PSP (though the effects might be weak or statistically insignificant). As for affordability, the study finds no effect of PSP. This may be due to the unique subsidy scheme applied for public services in Colombia.
