Social policies and private sector participation in water supply – the case of Brazil (Draft)

The main problem related to water supply in Brazil is increasing coverage. This study shows how initial heavy investments enabled to increase coverage. However, experience with the private sector is still in its infant stage. This research argues that the poorest are mostly affected by the lack of access to water supply. Using an econometric model, the paper demonstrates that the private sector has managed to increase coverage, while its impact on affordability remains unclear.
